[ebxml-cppa-negot] Corrected draft specification

I have attached the current draft of the specification as a PDF. For those
who already had the Oct. 17 draft, the only changes are possible variations
in line numbers from the Word document.  For those who had the draft dated
Oct. 14, there is substantial new material in sections 13.12 and 13.15.
Otherwise, the differences are only typo corrections.
