Do you  have an estimate on when you will provide explanatory text
(section
11.6 in the current draft) and comments on what is already in section

Here are the updated NDD schema and instance documents. I believe that
with
the current schema, it is possible to
address most negotiability requirements discovered while populating the
excel spreadsheets.
