[ebxml-cppa-negot] Unfinished business in the specification

The draft specification contains  a large number of comments in boldface
italic capital letters.  We must resolve all of these matters before we can
consider that we have a specification ready to submit to OASIS. It is
important that we have a consensus on these specific items as well as on
the specification itself.

We will be reviewing every such comment in the next few conference calls.
This review process will go a lot faster if there is a sense that
discussion on this listserver is achieving the needed consensus.
