[ebxml-cppa-negot] latest draft of negotiation specification

It seems that my file-naming convention may have caused some confusion.

The name of the file that I posted contains the string 11Nov02.  However,
that is actually the date I started editing the file.  This draft is up to
date through December 9, and contains the save date 12/9/02 in the running
footer.
