RosettaNet retries are initiated by the public process (i.e., the B2B
middleware). I agree that the default retry value should be specified
at the BPSS level. However, it needs to be overridable at the CPP/
CPA level too. You are right that the DocExchange element may not
be the best home for this retry parameter.

The retry interval in the RosettaNet Implementation Framework is
governed by the timeToAcknowledgeReceipt parameter. Currently,
this is specified at the BPSS level. As I have indicated in an earlier
post, I believe that this should also be overridable at the CPP/CPA
level. I would prefer not to use the SubstitutionSet mechanism in the
BPSS specification as I am afraid that the latter can impede the
automated discovery of trading partners and the automated
negotiation of CPA's.
