negotiation white paper

I have attached the latest version of the negotiation white paper changes
are marked.  I have tried to incorporate everyone's comments.  Please let
me know if I have missed everything.

I plan to wait a decent interval for further comments.  As needed, I will
then update the document once more and then start a series of conference
calls with the negotiation subteam to start making decisions leading to a
requirements document.

The attached version is line-numbered.  Please send comments by email,
referring to the line numbers, rather than embedding them in a copy of the
document.
