Yes, I am not surprised.  Chris makes this assertion often and I have made him a
promise that I would dispute it every time he makes it  ;-).

We have agreed to make the spec work with or without a CPA.  This presents the
potential conflict of having MessageHeader element conflict with CPA values.  To
resolve this conflict, we agreed not to have header values override CPA values
(if one exists).  This does not indicate a need to remove all these potentially
conflicting values from the headers.

I see.  I'm surprised to hear you say this.  I came away from the Palo
Alto meeting with a strong sense that everybody understood that there
was always a pre-agreement, a CPA or a "virtual CPA" of some sort.  I
thought that was a fundamental architectural decision that had been
made before I joined the TC.

							     Many things, like
   persistDruation, retries, retryInterval, etc. can be given default or
   "bootstrap" values.

Yes, things could be defined to work this way.  But I had thought that
they were not, in fact, defined to work this way, because I've never
seen anything in the MS or CPA specs to suggest that there were any
"bootstrap defaults".

I don't have a strong feeling that it has to be one way or the other,
but I do think we had better all agree about this, and if there are
going to be "bootstrap default" values, we should make it clear in the
relevant specs.
