Title: [bpss] Nov 20 Discussion: Issue 30 CPPA Service and Action

The CPPA and Messaging related issue -- issue 30, Service and Action -- will be discussed at the BPSS teleconference, November 20, 8 AM PST. The ebXML CPPA team has been invited to join the meeting (others are encouraged to participate).

This issue is concerned with what values are to be used in the ebXML Message header's service and action fields. There is a strong desire to tie this to information in BPSS instances.
