Basing the service name on the name of the BPSS document should not be a
problem.  For routing purposes, service can be qualified by CPAId.

Regarding "Notes for Discussion Proposal Issue 30 CPPA Service and
Action.doc", I'd just like to make sure I understand the implications
of what this is saying, since the document is kind of telegraphic.
The question is, when a business process is executing a particular
business action, what should be the values of the "Service" and
"Action"; you need these in order to know what to put into the
message, and in order to determine what delivery channel and packaging
from the CPA should be used for the message.

There seems to be general agreement that the Action name should come
from the name of the BusinessAction (that is, the name of the
RequestingBusinessActivity or the RespondingBusinessActivity).
What this document seems to be suggesting is that the Service name
should come from the "uuid" attribute of the ProcessSpecification
element of the BPSS.  Do I understand this correctly?

It seems to me that this would mean that every message sent under the
control of a particular BPSS would have the same Service value.  That
is, all the messages sent by a given business process would all have
the same value for Service.  Is that what was intended?
