Title: BPSS/CPPA Outstanding Issues -- CPPA #18, #17, #42

The BPSS team closed the BPSS-CPPA related issues below at the BPSS team teleconference, March 8th.

Issue 14 (CPPA #42): Resolution: Close. Remove "third-party" reference from definition.
==> Propose for BPSS "3.0" that this property be removed or elevated to a higher level in the model (e.g. business process use case) as this property appears to be a requirement that can be achieved through receipts.

Issue 15 (CPPA #18): Resolution: Close. BPSS is not concerned with how the technical architecture is going to implement the messages and there is no override concern from the BPSS point of view.

Issues 27 (CPPA #17): Resolution: Close. The BPSS does provide for specifying messaging attributes.
==> Recommend that the CPPA Negotiation document be explicit about what CPA elements are covered by BPSS.
