[ebxml-cppa] dispute resolution

Here are some initial thoughts on how the CPA relates to dispute
resolution.

Please note that dispute resolution refers to disputes arising under an
agreement that is already in force, so at first sight, it is a separate
matter from forming of agreements.  Of course, the agreement-negotiation
process also applies to agreements about dispute resolution.
