[ebxml-cppa] CPPA Version 1.12

 CPPA version 1.12 is attached.  (The version number can be changed to 1.9 for review purposes).   Changes include:

• Editorial changes received from Arvola on April 11.
• Implementation of three extensive sets of comments from Marty (a few exceptions discussed with Marty, Dale, et al.).
• Corrected definition of transportId attribute (8.4.23.1). 
• In response to the "reliable messaging comments" thread, references from ReliableMessaging to (what is currently) table 6.6 in the MSG spec and from persistDuration to duplicateElimination and MessageOrderSemantics.
• More consistent format of entries under References.
• All three comments removed.
• Implemented Arvola's comment on 8.4.23 by striking two paragraphs.
• Removed joint OASIS/CEFACT copyright declarations, changed copyright dates to 2002, acknowledged joint OASIS/CEFACT copyright of prior work under Notices, incorporated latest notices from the OASIS website's IPR page (including the one about IPR claims :-).
• Implemented requirement from Karl Best to remove the UN/CEFACT logo from the first page. 
• Re-listed James Bryce Clark as an individual member at the direction of Karl Best.
• Miscellaneous editorial changes and updates.
