My impression is the same as Apu's.   RosettaNet's internal
versioning (and vendor compatibility) issues include some matters not
particularly relevant to their long term arc, where they are committed to
interoperability and re-use.   
(Marty, I bet if I call 1-800-FreeWebSphereHelpDesk and repost the
answers from whatever BoothBunnyBot mail service mans it, I'd get a
different type of answer than if I called Bob Sutor, too.)
