[ebxml-cppa] Membership update: change of quorum basis. Annoucement ofspecial voting meeting Oct. 25

Hi,

1. As agreed this morning, we will have a second
voting meeting in October (on Oct. 25) that will
take up any official business remaining at that
time (including approval of the minutes!)

2.Our new active membership total is 15, so our quorum
will become 8. Please advise me and/or the list
of any errors that exist in our membership table.
