[ebxml-cppa] Draft language for responses to comments

Hi,

I agreed to begin drafting language that would be responsive to
the comments recently received during the OASIS vote on the
CPPA specification. I am including a document with 
comments and basic responses. 

I have intended the statements made to be 
factual and also non-controversial in so far as this is possible.
I have also attempted to stick to procedural aspects of
the issues raised.

You may contact me directly with proposed changes or
variations or you may discuss these directly on the
list. 

Brief minutes to follow eventually...
