Reference for ISO code fee information

Hi,

This morning we discussed the possible impact of ISO royalty fees on
implementations of ebXML if those codes are incorporated into the type
URI values used for PartyId/@type values. In particular, we had concern
that royalty fees might discourage both commercial and open source
implementations of aspects of the specification (enhanced support for
international PartyId registration agencies).
