Issue Support for simple SOAP [ such as text/xml] "packaging" element

8.4.12.2
The REQUIRED packageId attribute is an [XML] IDREF that identifies the
Packaging element to be associated with the Message identified by the
action attribute.

The language used in 8.4.12.2 strongly suggests that the IDREF points to
a Packaging element only. The Packaging element has no provision for
simple MIME parts (unless you consider encapsulated MIME parts will MIME
content-types such as application/pkcs7-signed simple). At any rate, it
is not clear that a SimplePart might be all the MIME packaging that is
involved! 

To remedy this ommission, it is proposed that the language of 8.4.12.2
be modified to state that:

The REQUIRED packageId attribute is an [XML] IDREF that identifies the
Packaging element (or the SimplePart element) to be associated with the
Message identified by the action attribute.

And also:

The defaultMshPackageId attribute identifies the default Packaging or
SimplePart element to be used for sending standalone Message Service
Handler[ebMS] level messages.
