Moberg 7/15/2005: Followup on Packaging and Synch Reply in v2.1

Dale,
Minor comments on maintenance release from introductory sections, as we 
discussed today in the context of the signals and response.

   1. ebBP for v2.x
   2. Need to update contributors
   3. Don't all the OASIS URLs now have to be docs.oasis-open.org/......?
   4. Separate how you speak about business partners and parties (may
      wish to place further distinction in Section 5.1).
   5. Suggest in Section 7.1, you specify that: The different packaging
      and processing options defined and/or used may be bounded by the
      expectations of the parties as expressed in the
      Process-Specification, that correspond to parameters in the CPP,
      and when accepted are used in the CPA.

Note in 5., I left the 'may' as lower case so it doesn't infer anything 
other than a hint. Thanks.
