I think we've already discussed this one. See the April 2004 white paper by Kenji Nagahasi on ebBP list about how CPA uses ebBP details. It uses the name, and (I think because I don't have the CPA working draft handy), that the actual identifier is handled at the action binding (via xlink references). Dale can verify but I believe
this is true.
