As discussed, here is a pointer to an earlier email on some work I'm doing that is related to negotiation:

It is aimed at supporting CPA generation from templates using a standardized negotiation description document (NDD).
The idea could also work for simple XML-based contracts (or contract renewals/updates), where the contract can be derived from a template and some relatively simple parameters. 
 
I'm also working on a protocol where partners can request or distribute "contracts" by referencing this NDD and supplying the required additional parameters to instantiate it. That protocol could (should) be generalized to also cover your requirements.

These are draft notes for the October teleconferences and the notes mainly pertain to the eAgreement discussions on October 27, including an appendix of the remarks from Darcy Smith and Tom Warner.
 
The attached document will also be uploaded to the web site where comments can be made for the record.
 
Futhermore, additions, corrections and discussion can be posted directly to this mailing list concerning the discussion.
