I am attaching the draft that I have as of today.  Table of contents
probably
won't help.

It is still a working doc.  I will most likely update them again in the next few days
based on some feedback that I have already.

Feel free to provide feedback. I probably won't be able to respond immediately
particularly when it is related to issues that are outstanding in the TCs.

I mentioned that I will post an initial draft of this document.

After talking with a few people it seems it is more appropriate
to wait for the messaging TC to close the current issue list and
also wait for CPP/A TC to arrive at a 2.0 draft.

I think this is sensible as some of the guidelines are waiting for
TC's resolution.  Comments?
