But from this definition, I have more confidence that BSI really deals with
collaboration states.

Here is my preference:

Working information for definition: The BSI <replace reason="BPSS specifies,
BSI execute" with="enforces">specifies</replace> rules governing
<insert>business</insert> behaviour of a business party interface.  <delete
reason="Too general and the first sentence already capture its specific
purpose. Also there are other components that enables the exchange.">The BSI
enables a given party to properly participate in an ebXML exchange.</delete>
At the collaborative interface, the BSI deals with predictable <insert

sementics terms described in the spec">transaction and
collaboration</insert> behaviours, not that of the application interface
<delete reason="isn't BPSS also part of partner agreement">that is
constrained by the business partner agreement </delete>. <comment comment="I
think this sentence is not necessary although it does help restate the
previous sentence. But we have to define the MSI (which is quite obvious)">
The BSI is a layer definition between nodes, while the MSI exists at one
node and interacts with the MSH. </comment>
