In regards to your invitation text, I should remind you that a 
discussion list is for the purpose of 1) seeing if there's enough 
interest in forming a TC, and 2) defining the charter for the TC. The 
deliverable of the discussion list is a proposal for a new TC; the list 
is not allowed to produce any work products.

The duties of the discussion leader are pretty much just making sure 
that the discussion is moving in the direction of accomplishing the 
above goals.

The maximum time allowed for the discussion is 90 days, but it doesn't 
need to go that long. I can start a discussion list once I have a 
proposal from three or more eligible people. Please see the normative

I'm not sure what is meant by this. A discussion list is an email list, 
and there is no requirement for meetings to be held. I suppose that 
there's no reason that meetings couldn't be held on an informal basis -- 
but attendance couldn't be required.
