As defined in the CPPA spec, I believe the endpoint attribute is static. It will be useful for the Messaging Service spec to clearly indicate how a delivery endpoint can be specified in the message header overriding endpoint information in the CPA. This will also be useful for those cases where the CPAId is only used to resolve to a set of configuration parameters (i.e., there is no real underlying CPA that conforms to the schema specified in the CPPA spec) and these parameters do not include endpoint information.
 
I suppose the PartyId element which can occur multiple times within the From and To elements can be used to specify the desired endpoints. If this is allowable, I think the spec should specify a type attribute value for the PartyId element for this purpose.
