The specific proposed change is to add a repeatable namespace
qualified (wildcard) extension element under MessageHeader:

<any namespace="##other" processContents="lax" minOccurs="0"
maxOccurs="unbounded" />

This will enable 3rd parties (e.g. RosettaNet) to add elements to
the MessageHeader to simplify routing of the message at the
application level, if necessary.
