ADD "WILDCARD" ELEMENT TO THE MESSAGE HEADER

CHANGE 1

Summary: Specify how additional elements can be added as child elements
within the Message Header to simplify routing.

Rationale: Groups such as RosettaNet want to be able to add their own data
to the Message Header in a standardized way. The specific proposed change is
to add a repeatable namespace qualified (wildcard) extension element under
MessageHeader:
<any namespace="##other" processContents="lax" minOccurs="0"
maxOccurs="unbounded" />
