hierarchical Service name or a hierarchical Action name in order to identify
a complete context in which an action is being invoked.

I suspect that the proper use of the Service and Action elements may at
least partially solve your return path problem. Perhaps we should invite
Brian to participate in the return path discussion during this week's
meeting. We should also discuss the correct use of Service and Action when
the messaging spec is used in conjunction with CPP/A and BPSS specs.
