Yes, the late arrival of the IPR is the root cause of the problem for the ebXML framework. 


But its significatly easier to remove costs before they occur and its easier to reduce risk of doing 
business before the risk becomes a factor. The macro economic cost of making a short delay most 
certainly outweights the costs of due to risk of doing business related to the global community of 
SME vendors and their customers.

I believe that David Fischer may have come up with a solution that uses errata to remove any trace 
of CPPA requirements without delaying the spec.
