As far as I know, that is the "content" that the TC approved
as a TC spec and that we asked Oasis to approve, and so was
just approved.

If we rename that content to be version 2 simpliciter, I think we will
align
the substance of what was approved with the referential apparatus.

Is there a problem with doing this?

I think you have updated wrong version. Approved version by OASIS
members as OASIS standard is version 2.0. It is not version 2.0 rev C.
