Ian,

Have you responded to this question?  In other words, did you clarify the
relationship between payload containers and MIME body parts?  I have noted
we don't specifically call out the SOAP requirement for a Body element but
that meshes well with our attempts to avoid rewriting the SOAP
specification.  (The Body element would however be empty if no payload
containers were present in the message and the Manifest had thus been left
out.)
