This proposal is addressing Issue 010 more thoroughly - treating
authorization of pulling as an access control case to a resource (MPF)
considered as just a P-Mode parameter among others. This had been discussed
in the past, but not followed by concrete proposal. Although the shared
secret approach has its contraints, it appears to be the most simple and
viable method when one cannot rely on the Security module for what is
closer to an access control case.
