FYI, the CEN workshop "CEN/ISSS Workshop on 'Business Interoperability Interfaces on public procurement in Europe' - WS/BII" has produced a Summary report on business requirements for a transport infrastructure for e-business documents in eProcurement:

Section 5.5 describes a concept of "gateways" that is very similar to the "relay" model for reliability and security.

(And section 5.4 mentions another intermediary function, payload processing, which we've not been able to look at yet).
