Replace:

With:
"...at minimum the wsa:To and wsa:Action headers must be present, with
values corresponding to those in the Pmode: for wsa:To, use of the
"icloud" URI (see... Or do we consolidate with the nextMSH URI?) is
expected when the message is on a multi-hop path. For wsa:Action see
2.7.1.2 or else at the end of this section for default values. "

Also we need to decide whether we consolifate nextMSH URI and icloud
URI.
(I would do it in the sense: replace "nextMSH" by "icloud" URI.)
