At the 24 April 2003 meeting we attempted to clarify the state of discussion of this issue:

the group believed that for simple receipt awareness, the schema should allow the UserMessage information from the original to be included in the content.

The content model for Receipt is 

<xsd:complexType name="Receipt">
		<xsd:sequence>
			<xsd:any namespace="##other" processContents="lax" maxOccurs="unbounded"/>
		</xsd:sequence>
	</xsd:complexType>

This seems to be an error. Using "##other" would not allow UserMessage element to be used in the content model. To do that "##any" should be the value (or else omit the namespace attribute because ##any is the default). 
So in addition to not requiring ebbpsig:NonRepudiationInformation content for simple reception awareness (an errata in the spec), there also seems to be an errata in the schema that needs to be noted. 

I agreed to record these issues for the TC for the next discussion.
