Alternatively

“The PartInfo element is used to reference a MIME attachment, an XML element within the SOAP Body should the schema associated with the XML message in the SOAP Body support an id on the referenced XML element, or another resource which may be obtained 
by resolving a URL, according to the value of the href attribute” 

This as I am aware of at least one existing system that references XML payloads within the SOAP Body.
