Can we add a sentence:

"If the value of the href attribute value is equal to the value of an ID valued attribute on the SOAP Body element, then the SOAP Body MUST contain a single XML child element and the reference MUST be interpreted to reference this child payload of the Body element rather than the Body element. "

This way there is no confusion that somehow the Body element is the payload, and it is possible to use references without the MSH editing the XML payload element.
