It is
useful to know what is happening in the EU, and I will follow these. I would
also be interested in whether there are any Commonwealth countries (apart from
the UK) represented on this list.

As
you mentioned Common eID specs: Last month an European Large Scale Pilot
“STORK” has been launched ( http://www.eid-stork.eu/ ). In this 3 year
experience 13 EU Member States plus Island will test interoperability of their
eID / Identity management. This shall also result in Common Specifications
(first versions by 2009) that will be
implemented and tested in several cross-border applications.
Given
that 14 States are involved this might have some impact – at least in the EU.
