Second Generation XML for Expressions of Law

Discussion relating to application of OPIA in the work of the Legislative
and Executive branches. Citizens are expecting government to become more
transparent, efficient, and open. To fulfill these expectations and to
achieve maximum efficiency, accountabililty and oversight, improved
electronic formats for expressions of law are needed. Electronic formats for
legislation and regulation will (i) allow for richer and more accurate
public discussion of pending legislation and regulations (ii) permit
superior fiscal and performance oversight, (iii) better enable legal review
and auditing of automated systems, (iv) provide a more structured and
interoperable standard for expressions of law, and (v) enhance streamlined
drafting and publishing process. This session will introduce the necessary
steps to integrate OPIA into existing processes, including easy to use
citation systems, new ways to ensure the authentic presentation of
government legal documents and paths for developing easy to implement open
standards.

4:00 pm
Business, Legal and Technical Open Architectures and Public Infrastructures
for Identity

Discussion of the OPIAs that can support a broad range of online commercial
transactions and social interactions and relationships, and enable new
models of work, play and life. OPIA must appropriately address and
integrate issues arising in law, technology and business to support robust,
open and accessible systems that will not be prone to system failures such
as frauds errors and other problems. This Discussion will focus on examples
of integrated architectures and a "charrette" design session for
participants to collaboratively create examples of open architectures at the
business, legal and technology layers. This session will demonstrate how
OPIA can enhance the constructive engagement of attorneys, technologists and
executives in coordinated, simple ways, and how it can help make legal
agreements and technology designs stronger and better tailored to specific
programs, contexts and circumstances at play. The session will be attended
by participants both live and remotely via the eCitizen Virtual Meeting
Service.

5:15 pm
Secure Identity Services (and Frameworks for Cross-Boundary Personalization
and Privacy)

Discussion relating to secure online identity systems. Online identity won't
be reliable without security. The next generation of web-based solutions
will provide new ways of achieving security and privacy while offering
identity personalization and user convenience. This session will highlight
new federal trust framework programs and current and emerging marketplace
solutions that address these issues. The session will be attended by
participants both live and remotely via the eCitizen Virtual Meeting
Service.

6:30
