Not sure how small. Hard to monitor if you do not have strong IDs to monitor; and, I agree - all entities.

You need to enforce Continuous Security Monitoring
capabilities being developed by NIST-NSA-DHS.

You also need strong IdM capabilities for legal persons
and objects - both physical and virtual.  (They don't
have biometric signatures. :-) )

...and you need to start licensing and applying the mandates.
