describing our use of EML during the 2003 pilots.  This Solution
Architecture document includes such a description...

The document named Oracle/BT/Election.com Solution Architecture (eVoting
Solution Architecture.doc) has been submitted by Mr Bruce Elton to the
OASIS Election and Voter Services TC document repository.

Document Description:
Oracle, Election.com and the BT Group, have formed a consortium to deliver
an e-Democracy Election Framework consisting of election services and a
technical application for the spring 2003 UK Local Government Elections and
subsequent elections within the public sector. 
The purpose of this document is to detail the high-level solution
architecture for the e-Vote Application from a business perspective, it
highlights:
* The e-Democracy Process Architecture;
* The election principles and standards that must be adhered to;
* A high level overview of the e-Democracy Solution;
* A description of the major components of the e-Vote Application.
