David This all sounds very encouraging. The answers to the two questions are: 1. The link between voter and vote is optional and reflects the differences globally on this point. The UK and NZ require the link to be available for court order proceedings in case of disputes, but elsewhere it is not allowed. 2. On the second point about Sweden voting early and changing votes, yes we have accommodated this through the concept of the pre-ballot box in EML v4. This was one of the major changes I picked up in the work with the Council of Europe. BTW Denmark has the same requirement. Something to do with fishermen voting before they go off on long periods at sea but being able to change their vote if they return in time for election day! Keep up the good work with IEEE. This went very well and folks on the call were very receptive of the OASIS EML work, and indeed familiar with the basics of our work. They asked me some specific Q's though that I did not know all the answers to, so if people here can help me out - I will relay those answers back - and keep this dialogue going with their group. The hope is that they may decide to like OASIS EML enough to continue a more formal link and to reference EMl from their IEEE work. Here's the questions: The first one related to being able to tie voting access tag number to the votes themselves. I said that this was an optional feature - where tracking was needed - but this could be encrypted and locked - so only a court order could divulge this linkage. On the other hand if it was just ballot-ID style tracking (with no direct associative tagging) - then this could also be implemented with a simple reference ID tracking in the XML. Related to this is voting in Sweden. Apparently (and this was not super clear) - Sweden allows early voting - but then if a voter changes their mind and votes on election day - then that needs to override their earlier vote. Keeping track of all that obviously is challenging. I thought that possibly the ability to recall of election vote - that exists in EML could some how be purposed to implement a Swedish voting mechanism? All thoughts and feedback gratefully relayed!
