I'm not an English major but..... Here's my take which avoids repetition about open public specs and brings the royalty free but up front - v important. Any final comments? <vote_process_terms> Digital vote records, audit trail control and vote process configuration and control scripts should be implemented, stored and prepared using open public specifications, which are royalty free and provide open public license terms, and process definitions that can be independently verified and with which compatibility can be certified. OK - I went with some more tweaks here to refine this to make pruning harder! And also to capture notion of scripting here too. It's not just about data record formats - we want ballot scripting and other techniques to use open examinable XML too... Bit of a run-on sentence, but it seems to work OK.
