OK - this turned out to be very simple -

 

xs:element name="Candidate"

 

instead of

 

xs:element ref="Candidate"

 

somehow the editor must of toggled this while doing changes around this.

 

Anyway - will be part of final reviewed schemas after Mondays meeting.

Just noticed that the 440-460 ref on Candidate is causing an error on complexType.

 

Will correct this along with other changes.

 

I'll post the fix tomorrow in case someone needs it in the meantime.
