Yes - that kinda is the consensus I was looking for here too.  What is value to customers, what is involved, and what may be other issues - maybe some people like the V2 style formal approach compared to the more ad hoc V3 style of using the XML?  I don't know what issues people may have found with V2 - that can be solved with V3 - or made worse?!?
All things we just need to take the temperature of before making a decision.

The decision that should be made by EML TC is if v3.0 is implemented, how
many of those (users and products) who have implemented v2.0 under 
previous version of EML will
be impacted and the nature of impact. This will help EML TC to determine 
whether to move
to v3.0 or stick to v2.0.
