Updated after testing with Virginia 2010 VIP data and revised XSLT program
for generating EML documents from Google/Pew VIP.

Document Description:
Contains the schemas and supporting artifacts for EML v7.0 draft for
internal committee review.

Updates applied to match requirements for UOCAVA and Australia.
Update to dSig schema for latest W3C 2002/2008 specification.

See JIRA for change log details.

XML instance samples added for UOCAVA use case.  This draft is now feature
complete for UOCAVA support.

Samples from Virginia 2010 VIP XML rendered as EML 505, 110, 230,150 and
XSLT.  CAM validation templates used to verify content and rules.
