"Roy Dalle Vedove • There are a number of applications that have been developed to assist observers and EMBs to report on elections. Successful implementations include Senegal and Nigeria. Using cellphone technology, these systems are cost effective, and easy to adopt and use.

Usually election result reporting is reliant on procedures rather than systems. Procedures are able to detect some errors and fraud. Systems are able to detect and mitigate nearly all errors and fraud, and to quantify the their impact on the election results.
