Sadly I hear that excuse all the time and it simply does not hold up. Its never too late to align to well conceived standards that add significant value.  And tools today make it straightforward.

I had several conversations with folks from Estonia many years ago when we were working on the Council of Europe recommendation but they were too far down the track to change to EML then.  Maybe if they're going to do a review now then they will following the CoE recommendation and use EML!
