We'll have to investigate. CAP has the ITU ASN.1 version, so there may 
be a certification authority for that.

I've put EDXL-DE and CAP into the NCOIC All Hazards Alerts and Warnings 
Pattern (a Net-Centric Capability Pattern) which includes NIMS STEP as a 
verification, so if/when that pattern is approved, NIMS STEP will be 
good for international certification/verification as well as US.
