Rex,

I propose that the C&D SC Meeting Notes from Aug 30th be revised to include an official record of the rationale for choosing the various elements of the CAP icon symbol, as this detail was discussed during the meeting.  My recollection is:
1) The red background colour and exclamation mark denotes the association with warnings and alerts
2) Concentric circles denotes association with broadcasts and transmissions that facilitate warnings and alerts
3) Rectangular shape chosen because it was the best shape to enable the CAP font to be scaled into a small icon symbol without becoming illegible (as opposed to deficiencies of the triangle shape)

This rationale can then be added to the announcement / submission to the EM Adoption and EM-TCs that Rob is drafting.
