Adding Carnegie Mellon and NASA Ames DART to Don's MITRE Project and 
Jeff's ICBRNE work as we begin to work together to share our experience 
at a minimum will be a bonus, regardless. But it will be more so if we 
can begin working toward a national test-bed with a combined 
multi-regional testbed here, something that is available 24/7 365 as an 
aid to getting feedback from participants that use our interoperability 
standards and for vendors to use to check on how well their products 
work and interoperate on a regular daily operational testing basis with 
both the overall testbed system and with other vendor's products. If we 
can also use it as a way to demonstrate how all jurisdictions can 
document their facilities, organizational structure and capabilities 
while showing how that documentation operates to allow different 
jurisdictions with different sets of tools to work together, it will 
help enormously to spread adoption.

To that end, we ABSOLUTELY MUST stay involved with the front-line 
responders you represent Tom, in addition to making the best use of your 
other attiributes and experience. Whatever we can do to convince the 
programs you work with to keep you engaged and extend the limits of your 
participation in these early efforts to establish local and regional 
testbeds aside from and in addition to the showpiece interops which 
serve the purposes of providing vendors with more visibility and 
recognition in their efforts to utilize our interoperability standards. 
We MUST engage the local, front line, underfunded and understaffed 
Public Safety Agencies.

Please note that NASA is tasked under the National Response Response 
Framework (NRF) with Emergency Support Functional Annex (ESF) 9 
http://www.fema.gov/pdf/emergency/nrf/nrf-esf-09.pdf  :

- Provides personnel in appropriate technical disciplines, such as its 
Disaster Assistance and Rescue Team,
    to support US&R (Urban Search and Rescue) task forces and ISTs 
(Incident Support Teams).
- Provides and maintains training sites for use of US&R task forces and 
IST members.
- Assists DHS with identification as well as research and development of 
new technologies for first responders.
- Provides test-bed facilities for proof-of-concept and beta testing of 
new SAR technologies.
- Provides temporary use of facilities for mobilization centers and 
staging areas for SAR assets.

I wanted to make you all aware of this specific set of unfunded tasks 
since it specifically calls out test-bed facilities. Getting this 
capability funded, given the existing set of resources at NASA Ames and 
the developing Disaster Management Initiative at CMSV.
